The new CMPB reimagines one of Singapore’s most symbolic civic institutions as a sustainable and human-centred architecture of service. Awarded BCA Project of the Year (Institutional) in 2025 and Green Mark Platinum – Super Low Energy certification in 2024 by the Building and Construction Authority (BCA), CMPB is underpinned by a commitment to sustainable civic design, realised through both passive and active strategies.
Reducing its total building energy consumption by more than 40%, CMPB employs Computational Fluid Dynamics (CFD) simulations to inform the orientation and configuration of naturally ventilated zones. This has optimised airflow and thermal comfort, with the provision of outdoor air supply at 1.5 times the minimum ventilation rate required in the Singapore Standards (SS) 553; thereby, promoting a healthier indoor environment. High-performance glazing and fully daylit atriums minimise reliance on artificial lighting, while elliptical concrete fins provide effective solar control to minimise solar heat gain, achieving ETTV of 38.61 W/m². Extensive greenery, including a green roof and an accessible courtyard, further mitigates the urban heat island effect.
Additionally, active systems elevate building performance and environmental resilience, including a high-efficiency air-conditioning plant, passive displacement ventilation and smart lighting controls, reducing annual carbon emissions by approximately 3,000 tonnes. Integrated strategies include on-site renewable energy generation through rooftop photovoltaic panels and canopy-integrated Building Integrated Photovoltaics (BIPV) systems, which produce approximately 1,158MWh of energy each year, offsetting about 11% of CMPB’s annual energy consumption and reflecting CMPB’s long-term commitment to operational sustainability.
